Novel society expects the Islamic government, in line with the world progress, to establish organizational promotion systems, in order to enhancement of organizations. This refers the organizational promotion systems such as customer relationship management, productivity management system, performance management system, project management system, knowledge management system, quality management system, human resource management system, and so on. Indubitably, human riles are one of the basic factors affecting the establishment and operation of such systems. The current paper employs the analysis of roles of human roles in succession of the organizational promotion systems, to evaluate interaction between human roles and the organizational promotion systems. The paper, on the basis of the said analysis, declares and confirms the considerable roles of top managers and staffs in capturing the related goals and objectives. The analysis is performed using judgments of relevant subject matter experts. Finally, some recommendations are offered for policy makers and responsible persons.
