the main question of this paper is that what is the nature of the Islamic state and its substantive differences with conventional nations? current research with the method of content analysis of relevant literature tries to answer this question from the political ethics discussion window. in this sense, one of the important differences of the Islamic government with other governments is in its ethical nature. this feature has led the Islamic government not to be impartial in discussing political ethics. the attention of the Islamic government to political morality is from the perspective of Islamic civilization. Quran teachings, philosophy, Mystical and knowledge in Islamic civilization provide a rich source of insight for the government's view of ethics. This kind of view of society and morality has led to a systematic and flexible look at the ethics of the rulers and citizens, in such a way that freedom, tolerance and equality are recommended by education in the face of the citizens. on the one hand, in discussing the ethical criteria of the Islamic state, it was concluded that morality in Islamic civilization has neither integrity nor sovereignty but is defined as religion and reason. on this basis, in a civilization approach, the formation of an Islamic society based on education and morality.
