This research aims to explain the responsibilities of effective seminaries within the framework of government jurisprudence as a civilization-building jurisprudence, with an emphasis on the ideas of Martyr Motahari. The present research method is descriptive-analytical and, citing the works of Martyr Motahari, examines the characteristics of civilization-building jurisprudence and the responsibilities of seminaries in the process of Islamic civilization-building. The findings show that from Martyr Motahari's perspective, Islamic civilization-building requires a transformation in ijtihad methods, an expansion of the range of jurisprudential topics, and constructive interaction between seminaries and government institutions. Government jurisprudence, as the "social engineering of Islam," has characteristics such as government-centeredness, system-building, dynamism, and responsiveness to emerging civilizational needs. Seminaries, as centers of civilization-building, can also play a pioneering role in this process by training government jurists, developing a model of Islamic governance, and criticizing Western civilization. Achieving this requires a systematic approach to jurisprudence, paying attention to the expediency of the system and the requirements of time and place, and forming specialized groups at three levels (ideation, planning, and implementation) to explain government jurisprudence as a civilization-building jurisprudence. Operational strategies for government jurisprudence as a civilization-building jurisprudence, such as the evolution of ijtihad methods with a systematic and purposeful approach, the formation of specialized government jurisprudence institutions, and constructive interaction between seminaries and government institutions and scientific centers, are essential for this path. The result of utilizing government jurisprudence as a civilization-building jurisprudence will be to respond to the material and spiritual needs of society, realize the comprehensiveness of religion, and provide a global model for Islamic civilization.
