The Referent Capacities of Iran's Regional Power in the Realizing Civilization in West Asia

Abstract

Purpose: Undoubtedly, one of the manifestations of Iran's civilization and its advancement in the West Asian region is the recognition of the power capabilities that the Islamic Republic of Iran possesses, which can elevate its regional and international standing. Based on this, the purpose of this research is to conceptualize and establish a suitable framework for this concept. Specifically, this research aims to analyze which goals, strategies, and features are appropriate for Iran to achieve the vision of Islamic-Iranian civilization in West Asia. To address this issue, this research considers the concept of the referent of regional power and its capacities.
Methodology: This article is theoretical in nature; the authors utilized mental creativity and prior knowledge to gather information and primary analysis materials through a library method. They produced and presented new theoretical propositions using logical and argumentative analysis techniques. Additionally, this research incorporates the opinions of experts.
Findings: The recognition of Iran's power as a dominant force in West Asian civilization can be understood through three key indicators. First, we must consider the goals that encompass the following elements: maintaining dignity and respect, fostering a policy of good neighborliness, and establishing a desired order. These goals encompass the policies necessary to realize the vision of Islamic-Iranian civilization. 
The second axis focuses on strategies, which consist of several key elements: Imaging, Granting, Inspiration, Presentation, and Attractiveness. The strategies encompass perceptual insights that foster a dialogue aimed at achieving consensus among elites and rulers to establish civilization in West Asia. Additionally, the characteristics include several other elements: security-seeking, systematic, ambivalent, communitarian, justice-seeking, satisfying, benevolent, and culture-oriented. The features encompass the essential tools and supplies required to enhance the capabilities of civilization through the authority of regional power. These resources should be utilized after establishing a compelling vision. All of these aspects will be explained.
Conclusion: In this article, an attempt was made to design a model that explains the concept of referent regional power in response to the research question regarding the type of regional power the Islamic Republic of Iran seeks. This model consisted of three components: features, goals, and strategies. In the context of regional power, the goals of the referent regional power were examined. There appears to be significant alignment between the objectives of the referent regional power and those outlined in the 2024 vision document, particularly concerning the Islamic world and neighboring countries. This alignment suggests that the concept effectively elucidates the nature of the regional power of the Islamic Republic of Iran. Efforts were made to analyze the ontological dimension to identify its boundaries and shortcomings in comparison to similar concepts. Among its features, the bold normative, cultural, civilizational, interactive, and idealistic aspects are noteworthy. Ultimately, strategies to achieve the objectives of a referent regional power have been identified.
The nature of the strategies indicates that the regional power of the Islamic Republic of Iran is rooted in the concept of “honor” in its foreign policy. In alignment with this principle, the Islamic-Iranian discourse of the Islamic Republic seeks to expand its influence, not through direct intervention, but by inspiring other countries. In doing so, it aims to guide them along the path of Islamic-Iranian civilization.
