Civilized entrepreneurship beyond superficial policies, i.e. new institutionalization based on understanding the facts of the Iranian Islamic In this narrative, businesses grow naturally and deeply, and consistently this narrative, businesses grow naturally and deeply, and consistently.<br /> The discourse of the civilized state is the basis for the formation of a new world and a new future and also cause a mental framework within the actors towards entrepreneurship. بیان مساله : شکاف بین بین چشم‌انداز تمدنی و انفعال نهاد دولت در امور کوتاه مدت و سطحی، و غفلت از عاملیت نهادی<br /> هدف: بررسی کنش نهادی و سیاست گذاری دولت تمدنی در پی ریزی ترتیبات نهادی جدید به منظور خلق کسب وکارها و کارآفرینی است. <br /> روش : تحلیلی وتوصیفی به همراه کتابخانه ای و انجام مصاحبه های عمیق<br /> یافته ها: ایده تمدنی بودن، زمینه رابرای ارتقاء کنش گری دولت از لایه های سطحی مثل دادن وام برای کسب و کارها و...به لایه های ژرف یعنی ترتیبات نهادی می کشاند. دولت به نقش واقعی خود بر می گردد. <br /> دولت باید فراتر از اقدامات سطحی، در عمق نهادی کنش گری کند، تا زمینه برای رویش کسب و کارهای سازگار با سرشت و واقعیت های شاکله اسلامی ایرانی فراهم گشته، مسیر برای تمدن نوین آینده همواره گردد. اگر چه از نظر فلسفی، انتخاب امکان های بدیل وجود دارد، اما در جهان واقعیت ها،هر مسیری وابستگی به مسیر، و امکان های خود را دارد،. یعنی هر کنش دولت تمدنی ، امکان هایی هموار، وامکان های دیگری را ناهموار می سازد. در نتیجه، دولت تمدنی باید از طریق نقش تحول نهادی خود، مسیری گذار به کسب و کارهای آینده را هموار سازد.<br /> واژگان کلیدی : دولت تمدنی، خروج از انفعال، کنش گری نهادی، هموار سازی مسیر، https://nic.shahed.ac.ir/article_3150_ef3070fb5ee577eaf9c9ad38cd0bda20.pdf
